does the dog have any shelter? are they home? if not, you need to call the ASPCA.

He does have shelter
He just likes to bark - but I don't know if they are home. I am going to have to bundle up the little one and maybe take a walk over there.
I hate to - cause I am not to fond of the dog, and to go over there with my DD I am a little afraid

maybe you shouldn't go if you're afraid. try calling someone. maybe call your local police and ask them what you should do.
