Is it adult sizing?
My daughter order a tank and shirt for her friend's birthday and they seemed to be a bit looser fit.
She got a Small and it looked plenty big for her 13 year old friend. (a girl)'
If it's an adult large it may be too big for him if he's thin. Unless he is going for an oversized look. How tall is he?

I find that there shirts run small. My 13 year old wears an adult large from there and he is tall and a little broad at the shoulders.

Same. My 13 year old son wears AS in most but the GOAT shirts are smaller than a lot of his other shirts.
They are so soft though.
