What did people do 30 years ago? I’m pretty sure I never ever participated in parties that my brother or sister were invited to.
I know! But Im pretty sure the answer was we were just dropped off. No one really stayed.
If it were a very public place my mom would either have another mom who was staying look after me or she would bring whoever wasn’t invited with a friend and we would do our own thing separate from the party. (And this was pretty much Just HotSkates , my mom was nervous after the girl disappeared from there)

Just to show the other side. I have two classes coming. Plus Girl Scouts.
Always invite siblings of friends.
So when the classmate asks about a sibling I say sure bc I feel bad
Then it happens again. And again. And again
And I end up with 59 kids at a party 
So when my daughter gets invited and my son doesn’t I never ask
I drop off or arrange something else etc
Bc I know how it feels to be put on the spot

You’re too nice. That’s crazy. You could end up paying $200 for extra kids!
Not to mention WTF do you do with all the gifts

I know the op already took care of it but for dd’s Party last week I just said invited child was included in the package and if additional kids were coming it was x number of dollars. I had 5 siblings come and all gave me money. I only budgeted for invited kids.

I have never had anyone ASK me if the sibling could come but I've had siblings show up plenty of times and just stand to the side with the parent, watching all the other kids have fun. So of course I feel like a jerk and say they can participate.
I really don't think it is fair to ask if a sibling who was not invited can come to a party. But there are some examples that are more difficult, for example, a friend of mine has twin girls and sometimes only one of them is invited - and she refused to let one girl go unless both girls are invited.
