I think there are a few reasons, and no it is not a typo.
1. Parents want to make their child unique.
2. Parents don't bother to look up the correct spelling and misspell it on the birth certificate.
3. I am no means a scholar in this subject, but I have read that in certain African American and Mormon communities taking on a variant spelling of a common name is akin to being able to be unique and having control over their circumstances, which were not always the case. For some, naming was one of the only things they had "control" over and this was their way to express that control.
Perhaps someone with more insight can share their thoughts on the topic.
