That looks like a baby elephant. With a rope around its neck  It was probably there for some stupid themed photo shoot or to entertain her and whoever was with her. This makes me so sad.

Actually in India many herders tie a little bell around baby elephants... its not loud or anything but "jewelery" to ward of evil thoughts towards the calf because they are so darn cute. I'm hoping it is something like that in this case
