This would bother me. I unfortunately can't afford camp and if I heard they were playing phone games and other "non camp type" stuff I would be upset and talk to the director. I'm sure you are paying enough that they should be kept busy. They shouldn't be giving kids candy either. Thank goodness you DD tells you everything. I would take into account overall how she feels is she learning, having fun? Again would talk to the higher up past the college director one.

I would visit the director at drop off today and make him/her aware of all you mentioned. It sounds like this program doesn't have much structure or they starting up slowly. In either case I would expect the children be kept busy without electronics and candy.
