I would just say, "Well, that's my rule... You don't have to like it, but if you want to touch my baby you'll have to respect it."
And if they don't, they wouldn't be holding my baby. End of discussion.

They flat out refused to wash? Wow. I know how hard it can be, especially with some people but I would stand your ground and in turn refuse to let them touch or hold the baby. I know how hard and awkward it can be to push this issue but I think it's worth it. I would just say "My baby, my rules". Let them roll their eyes all they want. As a mom who had their 5 week old in the hospital getting a spinal tap for a fever (this is protocol under 6-8 weeks old), just make them wash. I made everyone wash and my baby still got sick. At least you can know you did all you can to protect them. Not sure why people are such idiots.

THIS!!! i asked everyone politely to wash or purell before holding her. no one refused. if they would have i wouldn't have let them hold her!

I can't even believe someone would have the audacity to refuse to wash their hands before handling YOUR new baby. That is most definitely a fight I would have fought.

This! I usually give them the option of hand sanitzer or to wash there hands

Um yeah then they touched door handles, keys, steering wheel, etc. if they didn't wash they wouldn't hold them. Tough shitt. Your baby comes first. Tell them it's common knowledge that you wash your hands before touching a nb, peds instruction, your ruled. Done! You don't like it you leave.
