When do I test?
I don't know why I am so confused this time around. I got my peak on the CBEFM on CD23 and CD24. I am now on CD33 which makes me about 9DPO. Since I seemed to have O'd late do I go by my O date and wait til 14DPO to test or do I take that I am on CD33 and test? I am not always very regular so I am really not sure when AF is due.

I'd go by your O date and wait until 14dpo (if you can hold out). Your O date can change, but your LP should remain the same regardless.
