I have done it on shutterfly.
Once you upload the picture they have a Card option and you can choose borders and fill in the inside of your card there.

They are cheap and fast. I have never had a problem with quality either. They are always running sales. Recently I got 100 folded thank you cards with envelopes for $30. However, you do have to download their template and work from that. Again, never had a problem with that.
