I saw this on tv, there were about 100 photogs taking pics of him doing this....I am sure he got paid a bundle..Did you hear he is starring on an epi of Entourage next Season :)

it happened when he was 19 or 20 right after Athens.
I think it was pot. he was pulled over for rolling through a stop sign (I think) and they found pot in his car.

Not sure about the pot, though I vaguely remember hearing something about that, it was a DUI when he was 19 (2004) right after the olympics. He blew a stop sign in Towson (a college town) and was pulled over.
To hiis credit, he took full responsibility for it, went to court was fined and all that jazz and since, has kept his nose clean.

As for the trouble with the law:
In November 2004, at the age of 19, Phelps was arrested for driving under the influence of alcohol in Salisbury, Maryland. He pleaded guilty to driving while impaired the following month and was granted probation before judgment and ordered to serve 18 months probation, fined $250, obligated to speak to high school students about drinking and driving and had to attend a Mothers Against Drunk Driving (MADD) meeting.[6][7] Questioned about the incident later that month by Matt Lauer on the Today Show, Phelps said it was an "isolated incident" and that he had "definitely let myself down and my family down...I think I let a lot of people in the country down."

I'd say he has, he's kept himself out of trouble since...
He was 19, he made a STUPID mistake. Thankfully, no one was hurt.
