are you taking the tests in the morning?? if you are then you are doing it wrong and perhaps missing your LH surge.....
the highest concentration of LH is in the early afternoon and that is when you should be testing and not in the morning when your LH is at its lowest....my RE says to test around 4-5 pm to get the best results....I would also advise you check your BBT which is the best way to determine O day......
