If you have someone reliable to accept the dress I would mail it.
Also, you can go to any storage/moving supplies place and get a garment box.

If you decide to mail it I would stop into a post office and ask them if they sell boxes in the size you need, they just might
That is so weird that they will not let you take it one with you, why do they make everything so annoying?

If you are going to put it into a box & mail it, I would just try to get it into your carry on. If that doesn't work, I would bring it with you to the gate & have them check it at the gate. That way it goes on with the strollers & what not. It is sure NOT to get lost that way...
