I totally feel your pain. We had neighbors at our first house who did this constantly. It was awful. We tried reporting it, but I guess here in CT it's not illegal????
The absolute worst thing they did was build a smokehouse in their backyard the size of a shed... and they smoked meat in there all day long. My house smelled like burning kielbasa (sp?) and my yard was always a cloud of smoke...again, supposedly it was not illegal.
And that is the story of why we moved. 
I hope the moron gets fined and stops burning leaves!

oh heck yea!
And i've reported someone before. I was out walking my doggie and I could see the smoke and the smell was just aweful. So I called the fire department. Turns out it was the second time this guy had been caught. I think he learned his lesson

It's not illegal here in GA. you just have to notify your local fire department and get a permit for that day you do it. I would imagine you do the same on LI? You have to follow the rules and so forth. Yes, report her if she is not getting permits and following the rules.
ETA: just noticed you all said it's illegal on LI.

Yes! Our neighbors did that- and the first time they did it- DH told them it was illegal. They swore they didnt know- and stopped doing it. But then a few weeks later- they did it again, so DH called the cops. The cops came and told them it was very illegal and not to do it again.

What a moron!! What is wrong with this woman? No consideration to any of her neighbors who have allergies, breathing issues, etc.?
My neighbor was on oxygen and the idiot next door's son was burning leaves and would not stop. She had to be rushed to the hospital because the smoke was billowing into her home.

Definitely not legal in these parts! Homes are too close together and it's way too big a risk. It's more common down south (I lived in NC and lots of people did it legally), but a definite no-no up here. There may be a couple towns that allow it with a permit, but I'd be shocked if they did.
