It depends. Not everyone's water breaks. Sometimes the doctor has to do it.
One of my friends had such a quick delivery that her daughter came out in the amniotic sac She only pushed 2 or 3 times.

My water didn't break until right before I delivered. Only a small percentage of woman's water breaks before contractions start.

My water broke first, but I don't think that is the norm. I think usually you have contractions (I just might not have felt mine) before your water breaks. I know sometimes it doesn't break until you get to the hospital.

Yes, I read on one of the pregnancy websites that only 10% of women's water breaks before contractions.
