it depends on how much $$ you want to spend. we got our area rugs from ethan allen. sursprisingly they were not that expensive (comparable to pottery barn).
art can be found anywhere. art.com and allpsoters.com have a TON of prints but then you have to pay to have them framed (which can get very $$$). for inexpensive framed art, try marshalls, target, kmart, kohls, tjmaxx, and home goods.

After looking for a while, we bought a beautiful wool area rug from a guy selling them on the corner near my house 
Edited to add picture
We also purchased the matching runner and door mat...

Target and Pier 1 actually have some nice area rugs and pictures. My all time favorite is Pottery barn htough, but it can be a little pricey.

National Wholesale Liquidators has a huge selection of area rugs. I know the one in West Hempstead and Lindenhurst have them!!

JCPenney.
We bought our area rug from the website and got a package of 3 rugs for about $100. They are good quailty, look great, and have stood up to our puppy running around like a nut! We didnt want to spend alot because at the time we bought them the dog had a knack for chewing the corners of our welcome mats so I didnt want to take that chance with an expensive rug!

Home Depot had good deals on area rugs. Home goods also. Ikea was the best deal for Art though you have to check back because the selection varies.

check out pottery barn. a few of the rugs in store are on sale. TOTALLY different pricing then OL and in the catalog. i just bought a plush 8 x 10 for $240 (tax and shipping included). there are also a few others on sale online.

Good pictures i find at Home Good ... and cheap!
For area rugs i recommend Home Decorators Collection...they come in a catalog or online. They have so much stuff but a huge selection of rugs. i got one for my LR and DR for a total of $600 (with shipping). Check them out!
