I do believe it's 1 year old and 20lbs, both criteria must be met i think.

Yes, it is once they hit one AND 20 lbs BUT you can keep them rear facing up to 33 lbs from what I was told

Just to add to what others have said, the rule isn't that you should turn and 20 pounds and one year, its that you cannot do it before that point. It is actually safest to keep rear facing as long as possible -- the baby would have much greater protection that way so many moms wait until after the second birthday if baby isn't 33 pounds yet.
