did they mean closed? I haven't heard high used before with the cervix? Maybe the baby was still high??

high = long

High is a good thing in that it should mean its not lowered and gotten into position yet.

No I am 2 to 3 cm. I am having twins. Baby A is very low. She can feel the head right away.

I think it means that the baby has not dropped yet. I have a very high/long cervix, which means my uterus is positioned higher then most women's.
