I would think..early 1.too young...

 we do this nearly every day
DH wants to take him somewhere "special" and we need someplace if its too hot or raining.

Just took DD this past weekend- she's 2 1/2 and she loved it...didn't really "get it" but it was very hands on and keep her busy and cool on a hot summer day!
