I'd think the majority of people taking advantage of this will be 18 year olds. So, while yes they have been NY residents for years and years, they aren't contributing to society or taxes, etc.

What degree that is given by a SUNY school doesn't lend itself to spending the first 4 years of your career in NY? Between upstate and downstate NY is diverse enough where someone could spend the first 4 years of their career in NYS.

I think its fair. If you do decide to leave, your 'free' education is converted to loans. And once again, no one is forcing anyone to take advantage of this program. If you dont like the requirements, then don't take the money.

When we graduated college, he took his first engineering job in FL because the pay was great, the cost of living was low, and the opportunity was better. (We also considered MA, RI, and CT) Currently, we're looking to move off the island again, this time to MA because there is SO much more technology and better opportunities there. So IMO, to force someone to stay in NY to work and making them forgo other (potentially better) career opportunities isn't fair. A new grad should be free to explore whatever opportunity is best for them whether that is here in NY or elsewhere.

Also, to that end, LI and NYC are EXTREMELY expensive places to live and most 22 year old new grads would do better NOT staying in the area after college. Certain careers, like engineering, pay VERY well out of school but many careers do not. Good luck living on LI making $25-30K/yr. It's not easy.

Again, why hinder them for 4 years?? I think there should be residency requirements leading into attending but after that, I don't think they should be held to remaining in the state. JMO.




Just speaking to the "why hinder them" part.. I think that's off base. No one HAS to take the free tuition. They can instead go to private school elsewhere and be 'hindered' by 150k in student loans. That will also restrict where they can live and work, kwim?

They haven't been contributing to the state however, their parents have.

4 years will allow people to build up their resumes, while contributing to the NYS economy. I do not see how this is a bad thing.

There are definitely engineering and technology jobs throughout NYS where the cost of living is not as high. In Tech Valley (Albany area), there has been a technological boom in recent years. There is the Global Foundries Chip Fab Plant, GE, the Global Research Center, Regeneron, Albany Nanotech.

I actually think this is silly. You should HAVE to be a NYS resident for "X" amount of time PRIOR to attending college but to then FORCE someone to stay in the state AFTER college is idiotic. That will hinder SO many college grads who, depending on their profession and degree, might HAVE to seek employment out of state after they graduate. To say that a new grad can't follow the best career opportunity for them because they'll then owe the tuition back really isn't fair to them.



There isn't a lot of fairness in it overall. They dont have to take advantage of this benefit if they dont want to stay in NY. The students should have to 'serve' NY with their degree since we paid for their education. Otherwise we are paying to further people's education then they take the knowledge and run away.

I don't think that the whole point is to better educate individuals. It's to have a better educated population. If NYS tax dollars are providing you a free education I don't think it's out of line for you to contribute tax dollars with the career that is the fruit of your free education. Four years is not that long of a time period to do whatever career you chose living in that state that paid for your education. Military academies provide a free education but require graduates to serve for 5 years in the armed forces. Nothing in life is free.

In my humble opinion, the 125k income cap seems plenty fair. If a family has that high of an income and STILL can't afford the low cost of a state school, then they need to reevaluate their lifestyle choices and prioritize their child's education. Do they NEED such a big house, such expensive cars, the nice vacations, to go shopping and out to dinner as often. Etc
... Yes it's very expensive to live on LI, but there are more affordable choices. If a family makes over 125k a year that money has to be going somewhere, and theres no way it's only covering the basic necessities of life.

ETA: my dh was joking that maybe I shouldn't go back to work when our kids get older so that we fall under the income cap. But I feel like overall if we were making that much money we'd be more than able to afford state tuition.



125K on LI is jackshit. Our taxes are ridiculous. what if a family makes 130K combined and has 2 kids in college?

125K on LI is jackshit. Our taxes are ridiculous. what if a family makes 130K combined and has 2 kids in college?



Or 4 kids. I know plenty of families who have 3 or 4 kids all close in age.
And as far as $125 K on LI, my husband and I make well over that combined and we do NOT live above our means. I drive a 2006 car. Our house is ridiculously tiny. To the point it's almost hard to live in. We rarely go on vacation. If we do it's short trips
We only have one child.
And we are by no means well off. We live comfortably but like I said, far from above our means. I'd love a new car. I'd love a bigger house. I'd love to go on multiple trips a year and cruises, and the Carribean and Europe. I'd love a real designer purse.
We have to save for DD's college. We won't qualify for this. Maybe if we lived elsewhere than LI/NYC area.
But $125k is not all that great when you live on LI

It's just another form of income redistribution. If Cuomo was really interested in helping the best and the brightest go to school and stay in NY, that could be accomplished by awarding more merit-based scholarships. Income should have nothing to do with it.

You can argue that people that make 125K can afford a state school (which is not necessarily the case) HOWEVER the natural progression here is that these schools become more competitive and therefor tuition will only RISE making it unaffordable to all. Honestly if I was on the brink of 125K it would be worth taking a pay cut....so it's a big disincentive to working hard to make more money.

With good grades they can go to college, no one is suggesting that kids from families under $125k don't deserve a higher education. But they should pay for it through merit based awards or loans. A hard working kid with good grades should take out loans and repay after they start working. This doesn't not benefit everyone, it benefits one group of people at a cost to another group. I'm so sick of how entitled society is. Take a loan, take some accountability for personal success and pay it back.

There is financial aid. low income families have received grants and been able to attend tuition free before. This is supposed to be for the "middle class".

Nope I think it's great.
But I also think it should be done more fairly. The income cap should not be the same throughout a state that has vastly different costs of livings depending on where you live within it.
That's all.
And regardless we still probably wouldn't qualify- but I still think it's a good thing, just not executed properly.

Nope I think it's great.

If you actually think that $125K is a lot of money living on LI you're out of touch. I don't really agree with you that at the income level college is easily paid for. $125K doesn't go that far in a place where the average home price is at least $400K, taxes in most areas surpass $10K/yr and where you're gouged on everything from gas, to insurance, to basic utility bills.

If they want to put something like this through then it should apply to ALL. EVERYONE, regardless of income level, should be offered free college tuition. Sorry but I think it's BS to have an income cap and in particular, an income cap that is SO low for the cost of living in this area.

They need to rethink and rework this bill, the intent is good but the implementation is not.

ETA - Also, like others said this doesn't take into account family size. $125K/yr when you have a kid or two is FAR different than if you have 4-5 kids. It's really not fair to stick to a hard cap without considering other factors. Again, free tuition should be accessible to everyone not just some.

Especially if you have student loans , childcare costs etc. I think this bill is a good start but definitely needs modification in regard to income cap and family size.

I think this is a good thing. But DH and I are worried about his job at a private college. His president told the staff that if they lose as few as 30 students they may have to close. But they've also shelled out ridiculous amounts of money on their athletic facilities so maybe they'll just need to re-prioritize. I hope- would hate to see private colleges negatively impacted by this as I am sure his is not the only one in this situation.

I hate to burst your bubble but those "inner city kids" that have good grades are already going to college for free. I am a NYC teacher and between financial aid and scholarships my students don't pay a dime. Every year the financial aid packages that come in are mind blowing. One of my kids got 55K a year to NYU and that's just one example.

Does anyone else see the irony of people complaining about this bill because of the cost of living on LI combined with their student loans?

FTR, I agree that the cap should be higher and/or the benefit should be phased out in percentages. But if it's this or nothing, I'll take this.

I didn't read through all the comments but what is the difference between this and grants? It can't be too much especially since there is an income cap on who can get free tuition.

To me this just seem a better way to say you got a grant to go to college.

I didn't qualify for grants because my parents made to much and they didn't especially when I started make that much at all. This is basically the same thing.

If you are going to have free tuition for residents of NYS then it should be open to everyone if not then why don't we just stick to the grants they do now.
