Do I need to send a TY card for an interview
even though I followed it up with an email with some additional info he wanted from me? 
in the email I thanked him...

I always send a thank you for an interview. I don't think it would hurt to send a formal note thanking them.

I don't think it will be overkill at all. It's not like you're sending them an envelope with SWAK on it!
You'll look motiviated and determined.
I think it's a great idea to send a personal note.

I would wait a few days and see if they reply to the email and then send a letter. That way in case they forgot about how much they liked you, it will remind them.

he replied to the email. he even thanked me for getting it to him so fast.
he asked me to send him some stuff I had worked on in the past relating to the position I was applying for.

I've been through this a lot lately. Out of all the jobs that I interviewed for, I only got called back for a second interview with the ONE I didn't send a Thank You card for... Goes to show.
I think it's overkill at this point. If you don't hear from him in a week, it will be a great way to "refresh" the memory.
So I'd wait.
