Can a civil service job (county,state town hall job) hire...
Someone full time without having to take a Civil service test for that job title? They are qualified based on their work history in the field but never took a civil service exam.

Can a civil service job (county,state town hall job) hire...
There used to be a bunch of people working in the dmv that were not civil service employees. They did the same job as everyone except didn't have the same benefits as the civil service people, but got a higher salary.
